Let users tweak internal linking parameters for a module

Let users edit internal linking parameters for a internal linking block, such as
- how many links are shown
- different options for how many links can be shown e.g.only 4, 8 or 12
- minimum relevance score
- if no relevant links are available, should we back fill from link boost or not
All of these are things we can edit today, but they are not easily available to users editing an internal linking recipe.
